HOUSE CONCURRENT RESOLUTION NO. 9

Requesting the Commissioner of the Division of Highways to name the bridge on United States Route 119, which crosses the Little Coal River and West Virginia Route 85 in Danville, Boone County, West Virginia the "Jill Micah Hess Memorial Bridge."

WHEREAS, Jill Micah Hess was a senior at Scott High School, who was tragically killed in an automobile accident on U.S. Route 119 near the above described bridge in the year 2000; and
WHEREAS, Jill Micah Hess was born in Charleston, in one thousand nine hundred eighty-three, and
WHEREAS, Jill Micah Hess was a devout member of the Bible Baptist Church, in Danville, and displayed her faith by initiating and conducting morning and afternoon prayer groups at Scott High School, and traveled alone to the Philippines to fulfill a personal desire to work as a missionary; and
WHEREAS, Jill Micah Hess was a member of the National Honor Society and LEO Club at Scott High School, and participated in the school's cross country team; and
WHEREAS, Jill Micah Hess had a significant impact upon the student body, faculty and staff of Scott High School, as well as the community; and
WHEREAS, Jill Micah Hess distinguished herself as a role model to students and adults by being a caring honest, hardworking, spiritual and contributing member of her community and State; and
WHEREAS, the student body of Scott High School joined with citizens of this State to petition for a memorial to the impact Jill Micah Hess had upon the community, Boone County and State; therefore, be it
Resolved by the Legislature of West Virginia:
That the bridge on United States Route 119, which crosses the Little Coal River and West Virginia Route 85 in Danville, Boone County, West Virginia be named the "Jill Micah Hess Memorial Bridge," in honor of this fine, upstanding citizen of this State; and, be it
Further Resolved, That the Clerk of the House of Delegates is hereby directed to forward a copy of this resolution to Gary and Marsha Hess, parents of Jill Micah Hess, to the student council of Scott High School, to the secretary of the department of transportation and to the commissioner of highways; and, be it
Further Resolved, That the West Virginia Division of Highways provide and erect a sign at either end of the bridge identifying the bridge as the "Jill Micah Hess Memorial Bridge."
